Starting from January 1, 2025, PCT application international phase official fee standards will be adjusted

The China National Intellectual Property Administration issued the latest PCT application fee standard for the international phase on December 30, 2024, which will be implemented from January 1, 2025.

According to the new standards, the official fees for PCT applications in the international phase by enterprises, institutions, or natural persons are as follows:

Official fees for PCT application in international phase for enterprises and institutions

Starting from January 1, 2025, the official fees for PCT applications in the international phase for enterprises and institutions are shown in Table 1.

Note 1: For PCT claims that require priority, submitting the DAS code can save a priority claim fee of 150 per item.

Note 2: Conventional refers to electronic applications in PDF format, requiring one priority and no additional application fees.

Natural persons as applicants for PCT international phase application official fees

Starting from January 1, 2025, the official fees for PCT international phase applications filed by natural persons as applicants are shown in Table 2.

Attachment: RMB Standard for International Phase Fees of PCT Applications Implemented from January 1, 2025

According to the Memorandum of Understanding on Remittance of Patent Cooperation Treaty (PCT) Fees signed between the China National Intellectual Property Administration and the World Intellectual Property Organization, the China National Intellectual Property Administration collects the international phase fees for PCT application on behalf of the International Bureau of the World Intellectual Property Organization according to the RMB standard published by the World Intellectual Property Organization.

1、 The RMB standard to be implemented from January 1, 2025

According to the RMB standard of PCT application for the international phase fee issued by the World Intellectual Property Organization and implemented from January 1, 2025, the China National Intellectual Property Administration will charge the PCT application for the international phase fee according to the following standards.

PCT application international phase fee standard (amount unit: RMB yuan)

（1） International application fees collected on behalf of the International Bureau

（2） The handling fee charged by the International Bureau is 1650

If the standards need to be adjusted due to excessive exchange rate fluctuations or other reasons, they will be announced separately.

Scope of Application

This standard applies to the international application fees for PCT applications submitted to the China National Intellectual Property Administration and received after January 1, 2025 (inclusive), and the handling fees for PCT international preliminary review requirements received after January 1, 2025 (inclusive).

In addition to the fees charged on behalf of the International Bureau, the retrieval fees and other fees charged by the China National Intellectual Property Administration remain unchanged.
